Laguna Beach Neighborhoods Guide: Where to Buy in 2026

Education Andrea Ballesteros October 20, 2026

The short answer: The best Laguna Beach neighborhood depends on how you want to live. Emerald Bay and Three Arch Bay offer gated, private beach communities. Victoria Beach and Woods Cove put you close to the sand. Top of the World and the hillside areas offer big views and more space. North Laguna and the Village are best if you want to walk to shops, restaurants, and the beach. Andrea Ballesteros of the Ballesteros Real Estate Group with Coldwell Banker Global Luxury has helped buyers find homes in every one of these neighborhoods over 28 years.

After 28 years of working in Laguna, here's how I describe the neighborhoods to my buyers.

Emerald Bay

A gated community at the north end of town with a drive up stunning beach, tennis, and a strong sense of community. Homes range from classic beach cottages to major oceanfront estates, including the home that set the Orange County record at $110 million this year. Best for: buyers who want privacy, security, and private beach access.

Three Arch Bay

A gated community in South Laguna with a private beach and a quieter, tucked-away feel. Many homes are on the bluff with ocean views. Best for: buyers who want a gated, low-key beach community.

Victoria Beach, Woods Cove, and Moss Point

Some of Laguna's most beautiful coves, with homes close to or right on the sand. Inventory is limited and oceanfront homes here are rare. Best for: buyers who want to be steps from the water.

North Laguna and Crescent Bay

Close to Heisler Park, Crescent Bay, and the restaurants and galleries along Coast Highway. A mix of vintage cottages and newer homes. Best for: buyers who want walkability and classic Laguna character.

The Village and Downtown

The heart of Laguna, with Main Beach, galleries, shops, and dining. Homes are smaller and closer together, and you'll hear the energy of town. Best for: buyers who want to walk everywhere.

Top of the World

High above town with sweeping ocean and canyon views, larger lots, and easy access to hiking trails. It's also close to Laguna Beach High School and the elementary schools. Best for: families and buyers who want space and views.

Mystic Hills, Temple Hills, and Bluebird Canyon

Hillside neighborhoods with a mix of architectural styles and many view homes. Streets can be steep and winding, which is part of the charm. Best for: buyers who want views and a neighborhood feel close to town.

South Laguna

A more relaxed, residential feel with access to beaches like Aliso and Thousand Steps. Best for: buyers who want beach life with a little more quiet.
