"Our County and State partners would do the same for us." Matthew Sinacori, Dana Point's Public Works Director, said that to Stu News Dana Point after city crews cleared the shoreline path at Capistrano County Beach and the south end of Doheny State Beach. Tropical Storm Rachel had pushed sand and rock across the trail and the roadways. The city then built a berm so pedestrians and cyclists could use the area again.
The quote says something about the walk you may take most mornings. Three agencies run the ground between Doheny's south end and Capistrano Beach Park. A city crew rebuilt the path. The county owns the beach that quarry sand is being dumped on this week. The state runs the beach next door, and some of its parking is still closed. Each agency is holding its stretch together with a temporary fix this fall. Each also writes its own rules about dogs, parking and hours. On any given morning, the agency in charge of the spot you're standing on decides most of what you can do there.
Capistrano Beach Park belongs to OC Parks. In a notice dated Oct. 5, 2026, the county said it would place up to 9,000 cubic yards of sand on the beach. The material is native soil from La Peyre Quarry in San Juan Capistrano, a few miles inland. Work is scheduled Monday through Friday, 7 a.m. to 4 p.m., from Oct. 12 through Oct. 30. The county warns that hours will shift with tides, weather and ocean conditions.
The Orange County Register reported that trucks started delivering on Wednesday, Oct. 14. It put the cost at roughly $520,000 for about two weeks of work and called the sand a temporary buffer, not a long-term fix. The county uses the same word. The California Coastal Commission approved the placement "as an interim measure" ahead of a larger project.
For anyone walking through, the work zone moves. OC Parks says flaggers will steer pedestrians and cyclists away from active areas and that more signs and traffic control may go up. As of Thursday, Oct. 22, here's what the calendar looks like:
Who runs the sand matters most if you walk a dog.
OC Parks rules for Capistrano Beach ban dogs from the beach only from 9 a.m. to 6 p.m. between June 15 and Sept. 10. Dogs must be leashed at all times, and owners must pick up after them. The summer window closed in September. Through late October, a leashed dog is allowed on the county beach during regular hours, 6 a.m. to 10 p.m. Those hours also cover Poche Beach.
Walk north onto state land and the rule changes. California State Parks does not allow dogs, other than service animals, on the beach at Doheny. On a shoreline with no visible boundary line, the dog-friendly sand ends where state land begins.
The county's other rules are short and specific:
OC Parks lists the park's amenities as parking-lot beach access, portable restrooms, fishing, bodysurfing, paddle boarding, surfing and swimming. Portable restrooms are the only facilities listed.
Doheny State Beach stayed open after the storm. A State Parks release dated Oct. 15, 2026 said parts of the park's parking areas were still closed or restricted because of standing water and storm impacts. Crews were still removing debris and servicing the stormwater drainage system. The release asks visitors to follow posted signs and staff directions.
If you drive in, State Parks lists day use at $15 per vehicle, $14 for seniors and $7.50 for visitors with disabilities. Hours are 6 a.m. to 10 p.m. daily. With some lots restricted, arriving early is the simplest way to find a space, at least until State Parks reports the lots fully reopened.
Doheny is also planning further ahead. In May 2026, State Parks shortened the campground booking window from six months to three, starting July 1, to prepare for a future closure. Camping stays open through at least the end of 2026, with a temporary closure expected sometime between 2027 and 2029 for construction and upgrades. If you host family at the campground over the holidays, this year's dates are still on the calendar.
Dana Point owns neither beach. Its crews still did the work that made the walk between them possible again. When the storm covered the trail at Capistrano County Beach and south Doheny, the city cleared it and built the protective berm that keeps it open.
The city also maintains a separate named route, the Coast Highway Protected Trail. It runs about two miles parallel to Pacific Coast Highway, is open to pedestrians and cyclists, and ends at the intersection of PCH and Camino Capistrano.
The October sand is meant to protect the beach until a permanent project is built. That project is the Capistrano-Doheny Beach Nature-Based Shoreline Adaptation project. OC Parks describes a planned dune system about 1,150 feet long and says it is still working on final design, permits and funding.
The design calls for a buried cobble berm topped with a planted sand dune. On Oct. 13, the Orange County Board of Supervisors accepted a $2.47 million grant from the California Natural Resources Agency's Ocean Protection Council for the construction phase. Vice Chair Katrina Foley made the motion, and Supervisor Donald Wagner seconded it, according to Stu News Dana Point.
The grant pays for sand and cobble placement, dune planting and fencing to mark coastal access points. It also pays for a maintenance path, curb and seat wall near the existing pedestrian and bicycle trail. If the project is built, the shoreline path gets a permanent edge and a place to sit, and fencing will mark where people can get to the sand.
Construction is not funded yet. Stu News reported that the county still needs more money before construction can begin. A $9 million federal grant awarded earlier is now at risk because of uncertainty around federal programs, and OC Community Resources and OC Parks are looking for other sources. The first phase, planning and design, is close to done. It was funded by a $422,400 federal grant and $220,000 from the Ocean Protection Council.
So the $520,000 of quarry sand arriving this month is the county's way of protecting the beach until it can fund the dune.
The sand schedule leaves both weekends of late October free of trucks, and Dana Point's fall calendar runs well past them.
Saturday, Oct. 24. Barktoberfest runs from 10 a.m. to 1 p.m. at Sea Canyon Park. It's free and includes a dog parade, portraits, a costume contest and vendors, with proceeds going to Promise 4 Paws, according to Dana Point Times. The same day, the city holds its Halloween Spooktacular at the Community Center on Del Obispo Street.
Sunday, Nov. 1. The city's Día de los Muertos celebration takes place at La Plaza Park.
Thursday, Nov. 12 through Jan. 10, 2027. Happy Harbor Days runs at Dana Point Harbor, with the Boat Parade of Lights scheduled for Dec. 11 to 13.
Thursday, Nov. 26. The 49th Dana Point Turkey Trot runs on Thanksgiving morning.
Dana Point Times has the full fall lineup. A Barktoberfest morning can start with a leashed walk on Capo Beach before 10 a.m. On a Saturday, the county sand schedule doesn't call for any trucks.
The park rules above are summarized from OC Parks and California State Parks. They are general information, so check the posted signs and the agencies' own pages before you count on a rule.
